R. Douglas Collins has been a full-time professional labor-relations neutral since 1972, when he was appointed Executive Director of the Los Angeles City Employee Relations Board, a post he held until his retirement in 2000. Doug began his private practice as a labor arbitrator, mediator, fact finder, and hearing officer in 1978, and has been a member of the National Academy of Arbitrators since 1989. He is named as a permanent arbitrator in more than 60 collective bargaining agreements in both the public and private sectors. He also currently serves as a member of the Los Angeles City Employee Relations Board and as Chairman of the Los Angeles County Employee Relations Commission. Doug is a graduate of Occidental College and the UCLA Institute of Industrial Relations.
