The conference covers contract interpretation, past practice, insubordination, arbitration advocacy, alcoholand drug testing, due process, discipline and discharge, off-duty misconduct and more.
Faculty
Deborah Gaines is a prominent labor arbitrator and mediator based in New York. Her practice spans bothpublic and private sectors, with an emphasis on higher education, law enforcement, municipal governmentand transportation.
Michael Loconto is a Boston-based arbitrator and mediator with a nationwide practice. His private- andpublic-sector panels and rosters are focused in the Northeast, Mid-Atlantic, Midwest and West Coastregions. Arbitrator Loconto is the current board president for the Boston LERA chapter.
Joan Parker sits on numerous arbitration panels. Her umpireships have ranged from sports to federalagencies and from telecommunications to oil and gas. She taught at Rutgers before becoming an arbitrator.
David Vaughn is a prominent labor arbitrator in the public and private sectors. He previously worked as alabor attorney in Washington, D.C., and has taught at Georgetown.
